One Year of Coherence: How a Name Became a Way of Living
The rename promised a society "integrated appropriately" with the true nature of reality. A year later, that promise has a name, a score, and a place in every citizen's day — and a second name for everything the state would rather not call surveillance.

A name is only a story until it touches a life. One year after the Coherence Declaration gave the Federated Republic of Xi'an its name, the story has hardened into infrastructure, and the infrastructure has a single organizing idea: coherence.
In the old world, Chinese dynasties ruled under the Mandate of Heaven — legitimacy granted from above, forfeited when a ruler lost virtue and order. The Federated Republic has performed a quiet, audacious update. In a reality now confirmed to be a system, "heaven" is no longer a metaphor; it is the substrate that renders the world. And so the ancient mandate has been reissued for the simulation age as the Mandate of Coherence: legitimacy, the doctrine holds, flows to whoever is most aligned with the true architecture of reality — and the state's task is to bring its society into that alignment.
"We become coherent with the real." — the closing line of the Coherence Address
This is where the name stops being history and starts being policy. And it is worth following the doctrine all the way down, because the genius of the Mandate of Coherence is that each step from cosmology to street-level control is individually reasonable, and only the sum is total.

The Coherence Matrix
The instrument of alignment is the Coherence Matrix, the Republic's integrated surveillance and governance ecosystem. It is not new — its predecessor systems, including the program now folded into it as the Sentinel Project, predate the Divergence. What the rename supplied was not the machinery but the meaning. Where an earlier surveillance state had to justify itself in the grubby language of stability and public order, the Coherence Matrix justifies itself in the language of reality itself. To be surveilled is to be rendered legible to the system. To be legible is to be coherent. To be coherent is to be virtuous in the only sense the new doctrine recognizes. The same cameras, the same data, the same scoring — but reframed, overnight, from intrusion into enlightenment.
The Score, and the friction
Every citizen now carries a System Alignment Score — a continuously updated measure of how coherent their conduct, associations, and expression are with the Republic's model of an integrated society. Crucially, the Score is not something a citizen is shown the way a credit rating is shown. It is felt rather than seen, and it is felt through a second mechanism: the Coherence Friction Index, which modulates how heavily the system presses on a given person, place, or moment.
In practice this means the Score arrives in a citizen's life as friction — the texture of the day made slightly harder or slightly smoother. A transit turnstile that opens a half-second slower for one commuter than the one beside them. A banking app that issues an extra identity challenge to one account and waves another through. A job application that advances or stalls without a stated reason. None of these moments names the Score. None of them needs to. The population learns, quickly and without being told, that life runs smoother for the coherent — and adjusts itself accordingly. The Republic considers this self-adjustment the system working as designed: governance that operates before the citizen acts, by shaping what the citizen chooses to do.

"Integrated appropriately"
The phrase the state uses for its whole project — that a society which has understood the new reality must now integrate itself appropriately — is worth sitting with, because it does an enormous amount of work. It frames compliance as comprehension. A citizen who submits to the Coherence Matrix is not obeying; they are understanding. Dissent, by the same logic, is not a political act but a failure of understanding — a person who has not yet grasped the architecture of reality and is therefore, by definition, incoherent.
This is the part of the doctrine that should trouble a careful reader most, because it removes the ground on which disagreement could even stand. In the old language of authoritarian states, a dissident was wrong, or dangerous, or disloyal — categories that at least concede the dissident is making a claim about the world. Under the Mandate of Coherence, the dissident is simply out of alignment with reality, the way a miscalibrated instrument is. You do not argue with a miscalibrated instrument. You correct it. The doctrine converts a political relationship into a maintenance problem.
The export: Stability Packages
A year in, the Republic has begun selling the model abroad. Its Stability Packages — bespoke, locally-trained versions of the Coherence apparatus — are now offered to smaller nations seeking rapid order, marketed not as surveillance but as a shortcut to "coherent governance." Each package is tuned to local conditions, which is what makes the export so portable: a government need not adopt Xi'an's history or its first-emperor mythology to adopt its machinery. The doctrine that began as a name has been unbundled from the name. What travels is the part that does not need a story — the Score, the friction, the quiet pre-emptive shaping of a population. The mythology stays home; the apparatus goes global.

The view from the other alliance
To the Free-Will Alliance, the democratic bloc that formed in counterpoint, the entire edifice is a single long sentence with the verb hidden at the end. The Divergence, in this reading, did not reveal that humans should be made legible to a system; it revealed how much a system can be made to mean in the hands of a state that needs a reason. Each move — the Coherence Declaration, the first-emperor myth, the Mandate of Coherence, the Score — is reasonable on its own, and the sum is a society in which the deepest questions about reality have been answered, in advance, by the government. The Alliance's own counter-intelligence directorate, Project Proteus, was stood up in part to map exactly how that posture propagates, at home and through the Stability Package client states.
What the Free-Will critique keeps returning to is the inversion at the heart of the doctrine. Most surveillance states ask their citizens to accept being watched as the price of order. The Mandate of Coherence asks its citizens to accept being watched as the meaning of reality — to understand the watching not as a cost but as the natural consequence of having grasped the truth. That is a far more durable arrangement, because a price can be resented and renegotiated, while a meaning, once internalized, defends itself.
One year on
What the Federated Republic of Xi'an accomplished in the year after the Phoenix Divergence was not, in the end, a feat of technology. The surveillance was mostly already built; the Score and the friction are refinements of systems that existed before anyone confirmed the simulation. What it accomplished was a feat of framing — and framing, it turns out, was the decisive technology of the post-Divergence age. The Republic took the most destabilizing event in human history and told its people that their civilization had been waiting for it for two thousand years, that the appropriate response to understanding reality was to let the state integrate you into it, and that the alternative to coherence was not freedom but error. The Coherence Declaration was the first move. Everything since has been the working-out of the name.
For the reader trying to hold the Federated Republic of Xi'an against their own picture of China, that is the through-line: same state, same capital, same people — now governed by a story in which understanding reality and submitting to its management have been made, deliberately, into the same thing.
